Do I Need an Interim Registered Manager

When a Registered Manager leaves, many providers face the same question – should we appoint an interim? It can feel like a short-term fix, but in many cases, it is the best way to maintain compliance, stability, and confidence during a period of change.

CQC expects every regulated service to have a fit and proper Registered Manager in place. The absence of one can quickly raise concerns about leadership, oversight, and governance. Even a temporary gap can impact inspection outcomes, especially under the Well-Led key question.

An Interim Registered Manager provides a bridge between outgoing and incoming leadership. Their role is not just to hold the title but to ensure continuity of management and compliance. In practice, they help to:

  • Maintain daily oversight of care delivery and staffing.
  • Keep governance, audits, and risk monitoring active.
  • Support the CQC relationship and respond to regulatory communication.
  • Stabilise culture, morale, and leadership expectations during transition.

The right interim can also strengthen inspection readiness. They can review policies, assess performance against the Single Assessment Framework, and identify where standards need to be raised before a permanent appointment is made.

Choosing the right interim depends on the service type, current rating, and internal leadership capacity. For a small home with an experienced deputy, a short-term management mentor might be sufficient. For larger or more complex services, an experienced interim with a track record in turnaround or registration support may be essential.

Common signs you might need interim cover include:

  • Your Registered Manager has resigned, and recruitment will take more than four weeks.
  • CQC has requested updates on leadership stability or compliance concerns.
  • Staff confidence or morale has dropped following a leadership change.
  • Governance, audits, or care planning have fallen behind.

Without management continuity, risks can grow quickly. CQC may flag an absence of leadership as a breach of Regulation 6 or Regulation 17. Interim management avoids that by showing proactive governance and responsible oversight.
