Nominated Individual and Registered Manager: Getting the Roles Right

Every provider registering with the Care Quality Commission needs to think carefully about who will fill the role of CQC nominated individual, and how this person will work alongside the registered manager to provide safe, well led leadership. These two roles sit at the heart of CQC’s governance expectations, and confusion about who does what, or appointing people without the right experience or capacity, is one of the most common issues providers encounter both at registration and later during inspection.

Understanding the distinct responsibilities of each role

The nominated individual is responsible for supervising the way regulated activities are managed and for representing the provider in dealings with CQC, including during the registration process itself. The registered manager, meanwhile, has day to day operational responsibility for the service and is individually accountable for meeting the fundamental standards on the ground. In smaller organisations, it is possible for one person to hold aspects of both functions in practice, but the responsibilities remain distinct, and CQC expects both roles to be filled by people with the right skills, experience and capacity to carry them out properly. A well prepared registered manager application should clearly demonstrate how the individual meets the fit and proper person requirements and understands the scope of the role they are taking on.

For providers, getting these CQC leadership roles right matters well beyond the registration stage. Inspectors will assess how effectively the nominated individual and registered manager work together, how information flows between them, and whether either role is being stretched too thinly across multiple services or responsibilities. Where organisations grow quickly, or where a registered manager leaves and a replacement is being recruited, providers can find themselves under pressure to fill the role without giving proper attention to preparation. Taking the time to select the right people, and to prepare them properly for CQC’s expectations, reduces risk considerably and supports better outcomes for people using the service.

  • Map out clearly who holds the nominated individual role and who holds the registered manager role, even in smaller organisations.
  • Check that both individuals meet the fit and proper person requirements before submitting any application.
  • Ensure the registered manager has protected time and resource to carry out the role, rather than competing operational demands.
  • Build a clear communication and escalation process between the nominated individual and registered manager.
  • Prepare both individuals for what CQC will expect to discuss with them, including how they understand risk and quality within the service.
