Sources, labels and update rules.

This page exists so you can tell CQC's words from ours and see what happens when the framework changes.

Three kinds of content

CQC wording

Quoted statements, scope notes and rating characteristics come from CQC's published source. Each detail page identifies the draft version and PDF page range.

HLTH analysis

Practical explanations, evidence prompts and common weak spots are HLTH's interpretation. They are not regulatory text and each section is labelled as analysis.

HLTH editorial mapping

CQC has not published an official crosswalk from the current 34 quality statements to draft v9's 24 KLOEs. The comparison on this site is a dated editorial judgement with rationale, confidence and unresolved concepts.

Draft source

Adult social care assessment framework, v9, 19 March 2026. Status: draft. The source contains 24 KLOEs across five key questions.

What we do not claim

  • That draft v9 is currently in force.
  • That a checklist or percentage predicts a CQC rating.
  • That HLTH's future crosswalk is an official CQC equivalence.
  • That one evidence type applies identically to every adult social care service.

Update and retirement rule

Draft pages must be reviewed when CQC publishes a newer draft, pilot evaluation or final framework. When a final framework replaces draft v9, the draft remains only as a clearly dated archive or redirects to its final equivalent. It must never quietly masquerade as current.
